CSS3 - the next generation

Andy Budd has published slides from what looks like an interesting presentation on the status of CSS3. It seems that the CSS3 specification is slow progress indeed. In fact, the first CSS3 drafts were published in 1999. I'm not sure why it has taken so long to get a CSS3 recommendation together but one reason given is that there is little input from web authors/designers. That seems surprising given the number of high profile CSS gurus out there. Surely, it would be easy to get this feedback?
I'd like to see the multiple background-image property pushed to the front of the queue, if only to stop the proliferation of rounded corner box techniques!
